My theory. The reason why PH is PR-ing the hell out of M is because (he knows that) he’s living proof of the power of PR over reality. What he seems to be missing is that (1) M was a PR flop from the beginning and (2) his relationship with M has seriously damaged his War Hero pr image and (3) “brand” Harkle is a ridiculous joke; the harder they/he pushes the more damaging it becomes to “brands” PH, MM, and Harkle.
