Even if it was an RPO, it still means someone from the UK was shelling out money for Megsy to have that level of security, which she certainly did not merit.
Guys, Harry can’t ring up MI5 and ask them to play bodyguard to his girlfriend. I doubt Charles can either. This is MI5, the equivalent to the FBI. Just take a moment and think this through. The most likely scenario is that the bodyguard was RPO while Harry was there, and the Canadian cops when he wasn’t. Let’s not put it past Wendell to exaggerate the story to make it look juicy. He is an actor after all, trying to promote his show.
